Running a 16 year old boiler on hot water and CH on the programmer. It started making a buzzing noise that stopped when I changed the programmer to CH off, but left hot water on. Buzzed regardless of whether the burner was on or off. Radiators were still getting hot. Left it 30 mins and then put CH back on, no buzzing as yet. Is this likely to be a programmer fault?

Almost certainly, yes. The symptoms you describe are a sign that the programmer is about to fail completely. The good news is that replacements can still be obtained.

Thanks for your swift response northpole. So far there has been no more buzzing!
I have the original instructions that describe how to replace the programmer which I'll give to the installer. Is there anything else that would be useful to know (hints and tips) to make it easier to remove and fit a programmer?
Thanks again.

Jill, I'm not an engineer, and I've only watched it being done on my own boiler! But it didn't appear to be a difficult job, although prior experience would doubtless help.
Regarding symptoms, you may find the display starts going blank at random intervals - that will confirm the failure diagnosis.
